Resumo


The authors deal with state and economic development in brazilian history and
in an international framework. They start with theoretical considerations on
economics, political science and the state. The regulation approuch and the contribuition
of german thought are combinated to fix a point of view that sees the state
as a regulation institution stabilizing capitalism. Then taxation and public expenditure
on OECD countries are examinated in a purpose of comparison. In the
sequence, the constitution of the so called "ad hoc" regulation as an specific form
in brazilian case is presented. At last, the fiscal crises of brazilian state and its
indebtedness are studied in a larger meaning as a part of the crises of an entire mode
of regulation of the whole brazilian economy.
