Li this paper the author describes an approach on the financing of the economic
development based on the keynesian tradition about the concepts of finance and
funding. Following the definition of the circuit "finance-investment-funding" the
paper presents the recent changes in the management of money and credit in the
developed countries and in those with chronic inflation. Finally the author makes
some comments upon the role and the limits of the public and private financial
system in Latin America's development
