O Estado e o processo de globalização
Resumo
What is the role of the State In the globalized world In which we live?
Economical growth and political stability willl continue to be compatible?
Which are the basic differences In social economic politics between the
Keyneslan-Fordist and the Neo-liberal States? The sovereignty of the Nation-
States will be restored in time to prevent the chaos to which globalization
is carrying the world to? The search for the answers to these and other
questions equally relevant constitute the intention of this paper. Mr. Jacques
Fontanel analyzes dominant Capitalism in the three most representative
versions (American, German and Chinese), whose divergences tend to
disappear by the declining participation of the State, by the
internationalization of the world economy and by the space occupied by
the private companies. Against the followers of the market as a "panacea
against all the social political problems", the author asks how does one
explain, then, the occurrence of crises dominant market. Besides this, he
States that one lives, today, in the era of new Fundamentalism, based in
the virtues of the market. The text focus the State as an instance of
regulation of the market and trust control. !n one economy with monopolized
and/or oligopolized sectors, it is necessary a regulation that provides
taxation incentives, according to the author. For M. Fontanel, the State is
the uncertainty reducer agent in relation to the markets, while establishing
new rules in international negotiation, inspiring confidence or not to
investors. He analyzes the existing models of relation between the State
and the market, describing the "laissez-faire", the model of Social
Democracy, the German model and the French, Japanese and Soviet
models. Following, the author observes the economical relations which
surpass systematically the frontiers of the Nation State, reducing the
potential of macro-economical regulation, being limited by the
Internationalization and the capacity of society in civilize its economy. It
appears, then, as a phenomenon of central worldwide internationalization,
the dissociation of the spaces among companies and the spaces of political
regulations.
