Casa própria ou direito a um serviço de habitação

Resumo


The text starts from the verification that it is not possible to reduce
the housing needs of the poorer layers of the population by means of
housing policies prescribed in terms of the purchasing, by those layers, of
a "proper home", that means, a private personal property. In order for the
right to housing to become a effectivelly ensured social right generalized
to all the poor people, like the right to education, to health, etc, it is necessary
to prescribe social housing policies as a rendering service. However, the
text argues, this requires as preconditions two fundamentals changes:
one in the management practices of the public sector, which must be able,
from the stock of dweilings disposable in the rent market or from
unoccupied buildings, to organize the management of a housing stock for
collective use; the other in the ideology of "proper home", so rooted in the
imaginary of the popular layers of the population as a dream to come true
which works as a hindrance to practices and policies which are collective
and not individualistic as the ones in the market.
