A descentralização da saúde no Brasil: o caso dos municípios gaúchos - 1995
Resumo
This dissertation examines the health decentralization process in
Brazil after the 1988 Constitution which determined the main directives of
the National Health System (SUS). The main objective is to seek for further
subsidies to deeply understand the municipal reality in the decentralization
process, through the analysis of SUS implementation in the municipalities
of Rio Grande do Sul in 1995. Considering the democratic decentralization
project of social policies, which implies transfering resources, as well as
responsabilities, this dissertation examined 316 municipalities. The impact
on decentralization was examined through the following variables: the
population size impacted on the process, the mayor's political parties, the
municipal finances through the total public resources spent, resources
spent on health, resources spent on social functions, total resources and
total revenues collected. Through the use of these variables it was possible
to quantify the revenues and the resources spent per capita in the
municipalized and non-municipalized cities.
