O mercado de trabalho dos jovens na Região Metropolitana de Porto Alegre durante o Governo Lula (2003-10)
Resumo
O objetivo deste artigo é analisar o mercado de trabalho dos jovens na Região Metropolitana de Porto Alegre (RMPA) durante o Governo Lula, no período 2003-10. A metodologia empregada foi a coleta de informações em bases de dados como as da Fundação de Economia e Estatística (FEE), do Instituto Brasileiro de Geografia e Estatística (IBGE), do Instituto de Pesquisa Econômica Aplicada (IPEA), da Organização Internacional do Trabalho (OIT) e do Ministério do Trabalho e Emprego (MTE). Além disso, utilizou-se o “software” de análise de dados espaciais GeoDa. Os resultados revelam que o emprego juvenil cresceu, em números absolutos, quase 20% na RMPA, porém teve sua participação reduzida no mercado de trabalho da região, no período em análise. Alguns setores, como comércio e serviços, cresceram acima da média, em detrimento do setor industrial. Também houve um aumento da remuneração real nessa região e na faixa etária estudada. Porém, quando comparado com o aumento real do salário mínimo, nesse período, percebe-se uma diferença entre ambos, favorável ao salário mínimo. Esse fato pode ser explicado pelo elevado índice de crescimento real do salário mínimo nacional, durante o período em análise, muito acima do crescimento do mercado de trabalho juvenil da região.

Abstract
The aim of this paper is to analyze the labor market of young people in the Metropolitan Area of Porto Alegre (RMPA) during President Lula’s government (2003-10). The results reveal that youth employment increased, in absolute numbers, almost 20% in the RMPA, but reduced its participation in the labor market in the region in the period under review. Some sectors, such as trade and services, grew above the average, at the expense of the industrial sector. There was also an increase in real remuneration in this region and in the age group studied. However, when compared with the real minimum wage increase in this period, there is a perceived difference between both, favorable to the minimum wage. This fact can be explained by the high rate of real growth in the national minimum wage during the period under analysis, well above the growth of the youth labor market in the region.
