Impactos da abertura comercial e contribuição dos diferenciais de escolaridade sobre o nível de renda dos municípios cearenses, no período 1997-2005

Resumo

O artigo analisa se a abertura comercial brasileira teve participação ativa na promoção do nível de renda per capita dos municipios cearenses e se esses efeitos se mostraram assimétricos, ao considerar diferentes polos de desenvolvimento do Estado, além de avaliar a contribuição do capital humano a partir de duas medidas, ensinos fundamental e médio. Apenas o capital humano medido pelo ensino médio apresentou influência significante sobre o nível de renda dos municípios cearenses. A abertura comercial apresentou um impacto negativo sobre a renda per capita do agregado dos municípios. Além disso, ao considerar as diferenças regionais existentes no Estado, tendo os municípios menos desenvolvidos como referência, conclui-se que a abertura comercial contribuiu para um crescimento desigual entre os municípios cearenses.

The impact of both trade openness and the contribution of the education differentials on the income of the municipalities of Ceará in the period between 1997 and 2005

Abstract

This paper questions if the Brazilian trade liberalization has had active participation in increasing the level of the per capita income in the municipalities of the State of Ceará and if these effects are asymmetrical when we consider different development poles in the state. It also evaluates the contribution of human capital based on two measures, elementary school and high school. Only the human capital regarding high school had a significant influence on the income level of the municipalities of Ceará. Trade liberalization had a negative impact on the per capita income of the municipalities. Moreover, when considering the existing regional differences in the state and using the less developed municipalities as a reference, it appears that trade liberalization has contributed to an uneven growth among the municipalities in Ceará.
