Despesa, Receita e Endividamento Público: Análise do comportamento brasileiro recente
Resumo
Após obter bons resultados na economia durante a primeira década dos anos 2000, o Brasil passa por um período de desaceleração durante o governo da Presidente Dilma Rousseff. Em uma conjuntura econômica e política negativa e com aprovação da Presidente em queda, o Governo apresenta mudanças na condução da política econômica, agora com foco em um ajuste fiscal que objetivaria, segundo a Presidente, o reestabelecimento da credibilidade da política econômica brasileira. No debate econômico atual, havia um quase consenso de que a deterioração das contas públicas deriva de um descontrole de gastos por parte do Governo e que o ajuste era necessário para cobrir o rombo. Este artigo se propõe a estudar a evolução recente da receita, da despesa e do endividamento público brasileiro, com fins de verificar a existência de uma dramática ampliação no gasto público que leve a uma trajetória de insustentabilidade nas contas do Governo Central e no endividamento público.

Government spending, revenue and debt: an analysis of the recent Brazilian behavior
Abstract
After getting good results in the economy during the first decade of the 2000s, Brazil goes through a period of slowdown during the government of President Dilma Rousseff. In a negative economic and political situation with falling approval of the President, the government introduces changes in the economic policy, now focusing on a fiscal adjustment that seeks, according to the President, the re-establishment of the credibility of the Brazilian economic policy. In the current economic debate, there was a near consensus that the deterioration of public accounts is derived from a lack of control over spending by the government and that the adjustment was necessary to cover the shortfall. This article aims to examine the recent changes in revenue, expense and Brazilian public debt, for purposes of verifying the existence of a dramatic expansion in public spending leading to a path of unsustainability in the central government accounts and public debt.
