O gerenciamento de bacias hidrográficas e o desenvolvimento sustentável: uma abordagem integrada

Resumo

In a first stage, this study proposess to establish bases for sustainable development
froom the-perspective of Environmental Economies. General criteria are
created to analyse projects, besides instruments for intervention to be placed at the
disposal of the government for the purpose of conciliating economic development
and environmental protection. In a second stage, a retrospective analysis of the river
basin management models is performed, trying to qualify them as to their possibilities
of fulfilling the requirements set by the general criteria for analysis and
intervention mechanisms mentioned above. It is concluded that, to respond effectively
to the demands of sustainable development, a river basin model will have to
adopt a systemic view of the interventions allowing strategic planning. Furthermore,
it is necessary to create levels of participation, in the form of Basin Committees,
providing feasible and effective social negotiation, by means of which the goals of
economic development and environmental protection will be transacted, and the
desirable environmental quality standards established, constituting strategic planning
goals for the river basin.
