Conselho Tutelar e negociação de conflitos

Resumo

In 1990 the promulgation of the Child and Teenagers Statute initiated
the process of reorganization of the institutional social assistance to young
children and teenagers in Brazil. The institution especially set up with the
purpose of guaranteeing the legal rights to children and youngsters was
the Tutelage Council ('Conselho Tutelar). This paper analyses the working
of this Council in the city of Porto Alegre and identified its main goals. The
source of data used in this research were the demands of members .
Other data were gathered in direct observation of the working of this
Council through out a nine months period.
