Objetivos de Desenvolvimento do Milênio (ODM): o que se pode esperar dos indicadores nos municípios da Região Metropolitana de Porto Alegre (RMPA) até 2015?

Os oito Objetivos de Desenvolvimento do Milênio, propostos pela Organização das Nações Unidas (ONU) em 2000 e ratificados por 191 países, têm como finalidade a promoção da inclusão social por meio da redução da extrema pobreza e da fome até 2015. Este trabalho é uma atualização do estudo pioneiro dos ODM e avalia seu alcance na Região Metropolitana de Porto Alegre, no Rio Grande do Sul (RS). Analisando as metas dos ODM no período entre 1991 e 2010, por meio dos 18 indicadores sociais, constatou-se que, em 13 deles, não foram alcançadas as metas estipuladas e que, provavelmente, não haverá condições para melhorar as situações sociais existentes. Considerando o total de municípios (34), constatou-se que 31 deles não alcançarão mais do que 50% do conjunto, com o agravante de nenhum apresentar tendência de cumprir a agenda dos ODM até 2015, apesar de essa região ser a de maior renda e concentrar quase a metade do Produto Interno Bruto (PIB) do Estado.

Abstract
The eight Millennium Development Goals, proposed by the United Nations in 2000 and ratified by 191 countries, aim at promoting social inclusion by reducing extreme poverty and hunger by 2015. This paper is an up-to-date version of the pioneer study of the MDGs and evaluates its reach in the Metropolitan Area of Porto Alegre, State of Rio Grande do Sul. By analyzing the goals of the MDGs in the period between 1991 and 2010 through the 18 social indicators, we found that in 13 of them the targets set were not reached and that it would probably not be possible to improve the existing social conditions. By considering the total number of municipalities (34), we noted that 31 of them would not reach more than 50% of the indicators, and, to make things worse, none of them seemed to show a tendency to meet all the targets set in the MDGs by 2015, although this region is the one with the highest income, having nearly half of the State’s Gross Domestic Product.
