Resumo
The article examines the regionalization proposals formulated for the state of Rio
Grande do Sul on the years of 1973 and 1988. They aimed both t o incorporate and promote
sectorial regionalized govemmental action, and implement public planning by regions.
It emphasizes simüarities and differences between them and tlie difficulties of
implementation. Finally, itsuggestsaltemativeapproaches to a regionalized state action to
overcome identified difficulties conceming development promotion.
