Nos fundamentos do “imaterial”: sobre a gênese de uma política para o patrimônio nacional

Resumo

O texto apresenta uma análise da formação da Política Nacional de Patrimônio Imaterial, de responsabilidade do Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN). Busca-se entender a elaboração e a conformação dessa política, a partir das concepções que orientaram sua formulação e sua implementação. Trata-se aqui de analisar como se definiu, politicamente, o que seria designado como “imaterial”, e que, portanto, tornar-se-ia objeto de uma política de patrimônio. Para tanto, são analisadas algumas implicações da atual definição de “imaterial” adotada pelo IPHAN, a forma pela qual a “cultura popular” foi vinculada ao “imaterial”, a partir de uma perspectiva folclorizante, as mudanças institucionais e políticas que trouxeram questionamentos das concepções anteriores de patrimônio, e, por fim, as condições que permitiram uma acomodação daqueles questionamentos pela circunscrição do assim chamado patrimônio “imaterial”.

The fundamentals of the “intangible”: on the genesis of an intangible cultural heritage policy 

Abstract

This paper presents an analysis of the formation of Brazil´s National Intangible Cultural Heritage Policy, of which the National Historic and Artistic Heritage Institute (IPHAN) is in charge. The author seeks to understand the development and shaping of this policy based on the conceptions that guided its design and implementation. The aim here is to analyze how what was characterized as "intangible" was politically defined, which would therefore allow it to become the object of a cultural heritage policy. To do so, the author analyzes some implications of the current definition of “intangible” adopted by IPHAN, the way by which "popular culture" was linked to the “intangible” in a folkloric perspective, the institutional and political changes that questioned the previous conceptions of national heritage, and, finally, the conditions that allowed an accommodation of that questioning through the circumscription of the so-called “intangible” cultural heritage.
